Anyone who knows how to edit images should be able to create something similar.
Fast PS explanation.
It's just a bit of copy-paste.
ctrl+u - saturation 0.
ctr+b - blue and cyan.
Create a white frame around the photos.
Merge the photo layers with the frames.
Duplicate that new layer.
Vertical flip.
Add a Layer mask and draw a gradient.
Edit: ~frings a couple of comments below made a similar one. (ctrl+f the comment). (Still though, he didn't take those photos. It's the reason why I won't share it.

The problem is.. the windows don't snap to each other.. when u restart WinXP, there is space between the windows.. SlanXP 3.0 hasn't got that problem but the final version got it to..
I think its because of the sizes of some stuff like the taskbar
